Decapods operates NIVRR, neutral infrastructure between the Nigeria Revenue Service's fiscal record and the receivables-finance market. It authenticates e-invoices against the authoritative record, registers financing interests, and stops the same invoice being financed twice.
What we do
A financier holding an invoice can read it, but cannot see the tax authority's record of it, and cannot see what another institution did with it an hour ago. Both gaps are where receivables fraud lives. NIVRR closes them without either party exposing its commercial position to the other.
Checked against the authoritative NRS record, not against what the borrower supplied. Thirteen named checks, and a signed, expiring answer you can put in a credit file. A refusal tells you which check blocked it.
A short exclusive hold, then a registered interest with a signed certificate. Two institutions cannot both finance the same receivable, because the constraint lives in the database under a transaction — not in a check in anyone's application.
Assignments, payments and settlement, recorded in sequence. Corrections are reversal or adjustment entries; nothing already recorded is edited away, so the history holds up in a dispute.
What we don't do
We do not price risk, take positions, or hold any economic interest in a financing registered with us. We are not a competitor to the banks and factoring companies that use the registry — we are the neutral party they can both rely on precisely because we are not in the trade.
No model here makes a binding decision. The registry surfaces signals — an invoice raised the day before it was offered, four institutions checking the same document this week — and names them as signals. A threshold that quietly declines a borrower is a credit decision nobody remembers making. Those decisions stay with the institution that carries the loss.
Silence is never assurance. If the tax authority cannot be reached, the registry says so and tells you to retry. It will not report an invoice as unknown during an outage, and it will not serve an empty answer as an empty market. Every figure it publishes carries how stale it may be.
How it works
Six steps, in order. Each is one call, and each leaves a record the other participants can rely on later.
webhooks rather than polling; deliveries are signed.
Who uses it
Verify before you disburse, and register your interest so the next lender can see it. Every institution sees only its own transactions and portfolio; the register never shows one participant another's book.
The fiscal record stays authoritative and unaltered. NIVRR reads it and never writes to it. What the Service gains is visibility of which cleared invoices are financing real working capital.
A tamper-evident audit trail across the whole market, with corrections expressed as adjustments rather than edits — so the record of what was known, and when, survives.
Faster and cheaper finance against invoices already cleared, because the lender's verification cost falls and the fraud risk it was pricing in falls with it.
Build on it
OAuth 2.0 client credentials, idempotency keys on every financial call, cursor pagination over the large collections, and money as a decimal string — never a float, never summed across currencies. A sandbox that is separated from production by the database itself, so a test answer can never be mistaken for a live confirmation.
The reference and the console are open to approved participants and ask for a credential. Tell us who you are and we will issue one.
